More than 98% of murders are never investigated, let alone brought to trial. This violence is no random occurrence, but has emerged as more and more social problems have developed, and successive governments, more interested in defending their own interests, have failed to find any adequate response. Mara gangs, made up of youths with no hope and no future, are not the cause of the problem, but rather the result, produced by a society afflicted by its own evil forces.
